A revised statement of proposals is enclosed, the

new paragraph (5A) and the addition to paragraph 5 being

underlined, and I am to suggest that if Mr. Secretary Harcourt

concurs it might be forwarded through the Governor of

HongKong to the Governor of Hacao for consideration.
